Old expansions had content that was strongly tied to story and lore. People complained about "not enough" content when in fact there was always a group of players that were skilled enough to consume anything faster than it could be developed. The content wasn't bad; it was really, really good in fact, but popular perception became that it was somehow lacking because a select few said it was lacking.
Those who are actually playing in Legion are now enjoying the benefit of that thinking: content running out the ear, more grinding than you can shake an AP soaked stick at, and a story that was cut and pasted around a mechanism designed for no other reason than to force people to play or else feel they are behind an artificial standard of playing.
