That's the best possible that they would have been able to field. In order to have a bigger battle fleet, they would have had to divert resources from trade/farming. A big military comes with a cost. The Zandalari paid that cost long ago, and their entire society is based around it. It's how they were able to build what may be Azeroth's largest navy. These people are not that kind of warlike society. They will defend themselves, but they're in no shape to fight a war right now.

I'm not starting out too well on my own plan. I woke up 2 hours too soon this morning and I'm frankly deazzzzzzzzz
